The SR Operations Compliance Specialist provides 1st Line of Defense direct compliance support to formalize and implement operations compliance requirements as dictated by the NCUA and CFPB. The position is responsible for maintaining the Payment Operations and Support, ATM Operations (Automated Teller Machine), and IRA/HSA Operations (Individual Retirement Accounts and Health Savings Accounts) component of Patelco's compliance program, enforcing controls, and implementing changes as needed. The role monitors and tests compliance to ensure adherence to Patelco's policies and procedures. The position works closely with Learning & Development, Compliance, Payment, ATM and IRA/HSA operations and servicing, and internal or external legal counsel to identify and/or develop compliance training programs to relevant team members. The Operations Compliance Principal will increase audit readiness for Operations by performing corrective actions in high-risk areas and by reviewing audit results to incorporate findings into remediation plans.

Develop operations compliance goals and objectives and create roadmaps for corrective actions to prevent violations.Ensure Operations adherence to compliance policies and procedures by completing risk assessments over the operations of Payment, ATM, and IRA/HSA. Develop and update operational procedures that align to regulatory requirements.Responsible for forms, disclosures and agreements review to meet compliance requirements while working closely with Compliance and Internal Audit.Monitors and tracks applicable federal and state laws and regulatory changes impacting payments, ATM's IRA/HSA from the Federal Reserve, NACHA, and IRS.Implement compliance controls that align with new regulations or changes to existing regulations including conducting research on business impact.Monitor the effectiveness of the controls, identify compliance gaps or violations, research root cause, and implement corrective actions for actual and possible violationsTake corrective action when the need is identified. Participate in the governance process to assist in updating and reviewing credit union policies and procedures based on regulatory changes, internal audits, and examinations by regulatory agencies.Prepare for regulatory examinations.Partner with the Payment Operations, Payment Support, ATM Operations & IRA/HAS Operations & Servicing, & VP Compliance in reporting Operations compliance activities & audit findings to the Board of Directors.Evaluate current protocols and processes to ensure key stakeholders are aware of changes and that the changes are reported effectivelyFunctional CompetenciesComprehensive understanding of the banking industry and its technical and business aspects of electronic payment systems, ATM fleet management and IRA/HSA administration and servicing of the business line, business model, and risk management.Review internal and external audits and regulatory examination reports and rapidly recommend new ideas, changes to products or services, or procedures to Operations and Compliance leadership to remediate or mitigate findings. Work with the Learning & Development team to identify and/or develop training programs for electronic payment systems and operations for ATM/IRA/HSA and other relevant roles (e.g., branches, call center) to prevent violations and adhere to regulations related to the business line. Demonstrate deep familiarity with electronic payment systems banking standards, auditing, and compliance regulations; understands relevant regulatory standards and requirements impacting the organization and provides consultation to ensure compliance.Excellent oral and written communication skills.Critical thinking: using disciplined, logical reasoning by actively and skillfully conceptualizing, seeking, applying, analyzing, synthesizing, and evaluating data and evidence to reach an answer or conclusion.Negotiation and influence: engage in thoughtful discussion to reach an agreement and create outcomes, affecting the action, behaviors, or opinions of othersProcess improvement: continuously seek new approaches to make processes run smoother and faster through automation and artificial intelligence.Resource planning and optimization: plan and optimize resources within and across teams to maximize results and realize desired performance. 7+ years of combined experience in electronic payment systems in banking compliance, risk management or audit rolesBachelor's Degree in related field or commensurate experienceAAP (Accredited ACH Professional), NCP (National Check Payments Program Certification), APRP (Accredited Payment Risk Professional), or other professional accreditations NCCO Certification (NAFCU Certified Compliance Officer), Bank Certified Compliance Officer (CRCM), or similar certificationIn-depth knowledge of banking industry federal and state regulations including but not limited to NACHA Operating Rules, EFT, Reg CC, and Reg E, Reg J, UCC4AIn-depth knowledge of IRS regulatory requirements including Publications 590, 969,502 and 970 and Acts related to IRA and HSA Advanced knowledge of security and compliance regulations on Payment Card Industry (PCI) Proficient computer skills in MSOffice Suite with expert level on Word and ExcelCompliance reporting, data analytics and compliance issue management experience.Experience with financial institutions larger than $10 billion in assets.Exposure to oversight by the Consumer Financial Protection Bureau (CFPB), a plus.
