Founded in 1936 with $500 in assets by employees of the Pacific Telephone and Telegraph Company, Patelco is in the top one percent of U.S. credit unions with more than $8 billion in assets.Overview:***This position has the opportunity for 100% remote work based in CA or NC only.***The Sr. Consumer Lending Compliance Specialist provides 1st Line of Defense direct compliance support to formalize and implement lending compliance requirements as dictated by the NCUA and CFPB. The position is responsible for maintaining the Consumer Lending component of Patelco's compliance program, enforcing controls, and implementing changes as needed. The role monitors and tests compliance to ensure adherence to Patelco's policies and procedures. The position works closely with Learning & Development, Compliance, Consumer Lending and Cards operations and servicing, and internal or external legal counsel to identify and/or develop compliance training programs to relevant team members. The Sr. Consumer Lending Compliance Specialist will increase audit readiness for Consumer Lending by performing corrective actions in high-risk areas and by reviewing audit results to incorporate findings into remediation plans.
Responsibilities:

  • Develop consumer lending compliance goals and objectives and create roadmaps for corrective actions to prevent violations.
  • Ensure Consumer Lending's adherence to compliance policies and procedures by completing risk assessments over the operations of Consumer Lending.
  • Develop and update operational procedures that align to regulatory requirements.
  • Implement compliance controls that align with new regulations or changes to existing regulations.
  • Monitor the effectiveness of the controls, identify compliance gaps or violations, research root cause, and implement corrective actions for actual and possible violations
  • Take corrective action when the need is identified.
  • Participate in the GRC governance process to assist in updating and reviewing credit union policies and procedures based on regulatory changes, internal audits, and examinations by regulatory agencies.
  • Prepare for regulatory examinations.
  • Partner with the VP Consumer Lending, VP Consumer Lending Operations and Servicing, and VP Compliance in reporting Consumer Lending compliance activities and audit findings to the Board of Directors.
  • Evaluate current protocols and processes to ensure key stakeholders are aware of changes and that the changes are reported effectively
  • Work with the Learning & Development team to identify and/or develop training programs for consumer lending and other relevant roles (e.g., branches) to prevent violations and adhere to consumer lending laws.
  • Critical thinking: using disciplined, logical reasoning by actively and skillfully conceptualizing, seeking, applying, analyzing, synthesizing, and evaluating data and evidence to reach an answer or conclusion.
  • Negotiation and influence: engage in thoughtful discussion to reach an agreement and create outcomes, affecting the action, behaviors, or opinions of others
  • Process improvement: continuously seek new approaches to make processes run smoother and faster.
  • Resource planning and optimization: plan and optimize resources within and across teams to maximize results and realize desired performance.
  • Business partnership and consulting: Serve as a trusted advisor regarding relevant markets, business strategies, and operating environments to both the business and individual members.
  • Work with the Learning & Development team to identify and/or develop training programs for consumer lending and other relevant roles (e.g., branches) to prevent violations and adhere to consumer lending laws.
  • Critical thinking: using disciplined, logical reasoning by actively and skillfully conceptualizing, seeking, applying, analyzing, synthesizing, and evaluating data and evidence to reach an answer or conclusion.

  • Business partnership and consulting: Serve as a trusted advisor regarding relevant markets, business strategies, and operating environments to both the business and individual membersQualifications:
    • 7+ years of combined experience in banking consumer or mortgage lending compliance roles
    • Bachelor's Degree in related field
    • NCCO Certification (NAFCU Certified Compliance Officer), Bank Certified Compliance Officer (CRCM), or similar certification preferred
    • In depth knowledge of TILA, RESPA, HMDA, ECOA, FCRA, FDCPA, FDPA, MLA, SCRA, BSA, OFAC, and Fair Lending.
    • Compliance reporting, data analytics and compliance issue management experience.
    • Experience with financial institutions larger than $10 billion in assets.
    • Exposure to oversight by the Consumer Financial Protection Bureau (CFPB), a plus.
    • Willingness and ability to travel to all credit union branches
    • Comprehensive understanding of the technical and business aspects of the consumer lending business line, business model, and credit risk management.
    • Experience reviewing internal and external audits and regulatory examination reports and a proven ability to rapidly recommend new ideas, changes to products or services, or procedures to Consumer Lending and Compliance leadership to remediate or mitigate findings.
    • Deep familiarity with consumer banking standards, auditing, and compliance regulations; understands relevant regulatory standards and requirements impacting the organization and provides consultation to ensure compliance.
