freedom.Overview:In this important position, responsibilities will
include the day-to-day oversight and administration of Patelco's
commercial and secondary market loan portfolios. This position is
also responsible for establishing internal loan controls and
written policies and procedures for Committee and Board approval.
Finally, this position will act as the communication focal point
for both internal and external sources, ensuring that both workflow
and pipeline management are effectively and efficiently
managed.Responsibilities:* Manages the credit unions overall
commercial and secondary market credit risk exposure/profile.*
Develops, reviews, and submits for approval, all polices, plans,
and procedures for commercial and secondary market loans and
related products.* Monitors pipeline workflow and loan officer
reviews to ensure prospective loan purchases conform to applicable
laws and regulations, as well as credit union policies and
procedures.* Develops and leads a lending culture that is
consistent with credit union's short-term and long-term strategic
initiatives.* Develops and implements annual departmental and team
member goals to align with budget and operating plan objectives.*
Manages all new and existing servicer/originator relationships to
ensure credit union expectations are consistently projected.*
Establishes, and consistently updates a formal review schedule for
every loan/pool within the portfolio, based on their structure and
risk level.* Oversees the implementation and management of the Risk
Rating Methodology.* Conducts secondary reviews of all new and
existing credit presentations reports.* Ensures all staff members
receive training and guidance through an established and ongoing
program that supports accurate analyzing and reporting of all
assets.* Establishes controls and action plans to mitigate any
identified risks.* Oversees delinquent loans to help ensure they do
not become problem or workout loans, and thus pose greater risk to
the credit union.* Formally presents all final reviews to either
the Chief Lending Officer or Commercial Loan Committee for
approval.* Carries out quantitative and qualitative analyses,
including investigating drivers behind any credit quality
deterioration, and providing recommendations for improved
performance.* Manually completes and distributes the Monthly Risk
Rating, Past Due, Non-Accrual Tracking, Loan Concentration,
TDR/Modification, and other reports essential to a comprehensive
analysis of the portfolio.* Conducts stress testing on the credit
unions commercial real estate portfolio on at least a quarterly
basis.* Responsible for the formal recommendation of loan grades
and administration of the Watch and Classified lists.* Responsible
for Allowance for Loan and Lease Losses (ALLL) analysis and
documentation and making recommendations to the Credit Risk
Committee/Accounting or designee for monthly provision
allocations.* Ensures that FASB ASC 310-10-35-2 (formerly FAS 114)
section of the ALLL accurately reflects loan impairments resulting
from loan review and subsequent risk rating processes.* Provides
the Credit Risk Committee/Accounting or designee with documented
loss history and qualitative analysis utilized in the consideration
of FASB ASC 450-20 (formerly FAS 5) section of the ALLL analysis.*
Responsible for the collection of workout loans and close
supervision for all loans placed on the Watch List.* Oversees and
manages the other real estate owned (OREO) assets tied to the
commercial and secondary market portfolios.* Prepares, implements,
and adheres to an annual departmental budget.* Convenes and chairs
the Commercial Loan Committee and maintain and update the
Committee's Charter.* Provides monthly updates to the Chief Lending
Officer to be included in the Board of Directors packages.* Ability
to review and evaluate complex loan structures.* Comprehensive
understanding of accounting-related topics that impact loan
portfolios, regulatory requirements, reporting standards and
appraisal guidelines.* Comprehensive understanding of safe and
sound credit underwriting and administration practices and
procedures.* General understanding of the risks associated with a
nationwide commercial lending platform and purchased versus direct
origination portfolio.* Working knowledge of related financial
mathematical concepts such a net present value and discounted
future cash flows.Qualifications:* 10+ years in lending, loan
review, regulatory, and/or audit experience or equivalent education
in commercial lending required.* Experience in managing and leading
a team* Demonstrated ability to grow a loan portfolio through
acquisition and retention.* Ability to review and evaluate complex
loan structures.* Comprehensive understanding of accounting-related
topics that impact loan portfolios, regulatory requirements,
reporting standards and appraisal guidelines.* Comprehensive
understanding of safe and sound credit underwriting and
administration practices and procedures.* General understanding of
the risks associated with a nationwide commercial lending platform
and purchased versus direct origination portfolio.* Working
knowledge of related financial mathematical concepts such a net
present value and discounted future cash flows.* Bachelor's degree
in Finance, Accounting, Business Administration or related filed
required, a Master's degree or other equivalent degree or
